Most states offer a one stop license center. (primarly because they know making this type of information easily available ensure people get the licenses, and they get the revenue)

I've found that in Washington, Idaho and California they offices have had very knowledgable staff and were very willing to help.

I did a quite google for you;
http://www.illinoisbiz.biz/bus/permits_lic.html

Seems that url will hook you up with both the states offical docs, and there one stop phone number.

Hope that helps,
Mike

What is the business if you don't mind me asking? Did you try your local SBA?
